印尼峇里岛转风向 机场重开

印尼阿贡火山持续喷出火山灰,当局周三(29日)一度宣布连续第3天关闭峇里岛国际机场24小时。但在同日指因为风向现时已改变,决定在当地时间下午3时重开机场,机场将会密切关注风向变化。

峇里岛伍拉‧赖国际机场的发言人透过声明指,机场会继续关闭直至周四早上7时30分,而对于风向及火山灰移动方向的评估,则会每6小时进行一次。

声明又指,火山专家指出阿贡火山的火山灰最高可吹到7620米的高空,并以每小时近28公里的速度向南方及西南方,即机场的方向飘去,大有可能影响航空安全。

据观察记录,阿贡火山于周二(28日)晚上8时仍在喷出火山灰,于高峰期的下午3时至4时,火山灰曾吹到4000米高。机场代表及当地人员于周二深夜开会后作出关闭机场的决定。

Malaysia: Expect more rain until January, says weatherman

The start of the northeast monsoon today will bring more rain to the east coast of the peninsula and parts of Sabah and Sarawak.

The wet season is expected to last until January.

MetMalaysia director-general Alui Bahari said the northeastern winds from the South China Sea will mark the start of the monsoon season.

“Right now, the winds are still from the southwest, they are variable, but by tomorrow, they will persist from the northeast,” said Alui when contacted yesterday.

He said an episode would range between three and four days of moderate to heavy rain.

This monsoon season is expected to see four to five such episodes.

MetMalaysia has its own colour coding for rainfall, with yellow indicating heavy rain is expected within the next one to three days, and if there is continuous rain, it will not last for more than six hours and the rainfall will be less than 60mm.

Meanwhile, orange indicates continuous heavy rain that will exceed six hours and rainfall collection of at least 60mm while red shows continuous heavy rain exceeding 240mm a day.

Alui said the department would also be monitoring wind speeds and wave heights, as monsoon winds could whip up waves.

Electric Train Service provides smooth ride from Kuala Lumpur to Perlis



Commuter Vincent Khor feels the interior of the electric train operated by Malayan Railways is comfortable and cosy. There are even power sockets under the seats.

I was very excited about taking Malaysia’s Electric Train Service (ETS) from Kuala Lumpur (KL) to Arau, Perlis, for the very first time.

It was probably the best decision I made on this trip – to travel by electric train instead of car or plane during the Labour Day weekend in April/May, to participate in the Perlis Marathon.

I bought my Malayan Railways ETS train ticket online.

When I fly, I prefer an aisle seat in the centre of the plane. I decided to make the same seat selection for the train ride. From the online ticketing system, I couldn’t tell if the seat I had chosen was facing the direction the train would be moving or the other way around. And I also couldn’t tell if the cafeteria was in the same coach.

What I was looking forward to was a nice, cosy seat with peace, quiet and privacy so that I could get some sleep. I needed some rest ahead of the marathon, which was held exactly one minute past midnight on the day I arrived.

While waiting for the train, scheduled to depart KL Sentral Station at 7.05am, I bumped into so many runners, some of whom I knew. They were also planning to take the same train and take part in the same marathon.

As I was about to board, I saw Kin K Yum (the marathoner, photographer and newspaper columnist) pushing his foldable bike and walking towards the train platform. I chatted with him for a while. He told me he was waiting for another friend Chan Wai Yee, who I met later, who also brought along a foldable bike. That was such an awesome idea – travelling with foldable bike for leisure cycling after the run in Perlis!

We found out that we were in different coaches so off we went to our separate seats.

TRAIN TO PERLIS

As I entered Coach C, I passed through a nice-looking cafeteria.

My seat was in a four-seat layout, with two seats facing another two, and a blue table in the middle. Throughout the journey, I was not be able to stretch my legs comfortably. Or if I took a nap, strangers sitting across me would be able to watch me all the time.

I was worried I would snore, or saliva would drool from my open mouth, in front of strangers. What if a fellow passenger decided to take a video of me snoring and upload it onto YouTube or Facebook? That made me wonder how I could sleep throughout the five-hour ride.

Five minutes after the train departed, Kin (or "KK" as his friends call him) came over to ask if I wanted to join him and the other runners in their coach. I thought all the seats were sold out! KK then told me that he bought an extra seat, which he was offering to me. My prayers were answered! I would have some peace and a restful journey.

FROM KL TO IPOH

The journey would have 14 stops before its scheduled arrival in Arau at 12.13pm. Pretty fast and efficient.

I found out that the train was moving at speeds averaging around 120kmh, reaching 150kmh at times. However, inside the train, one didn’t feel the speed at all as it ran very smoothly. It was a great way to travel, and we beat the traffic jams along the North-South Expressway!

From cityscapes, the views morphed into smaller towns with lush green vegetation before arriving at the old and beautiful Ipoh train station.

FROM IPOH TO ARAU

The journey from Ipoh saw an even more noticeable change in the landscape. I could spot more oil palm plantations, more forests, and finally padi fields, especially in Kedah. I got excited when the train passed the freshwater lake at Bukit Merah near Taiping. It was the lake I swam in when I took part in the 113 Triathlon last year.

We got off the train at Arau station. We then took the bus to Kangar, where the marathon would be held.

Before we arrived, I suggested to KK and Wai Yee to assemble their foldable bikes in the spacious air-conditioned train.

To our surprise, the train attendant did not object to them assembling their bikes in the train. In fact, he was courteous and friendly.

I was so impressed by the whole train experience – it was unforgettable, awesome and pleasant.

More security checks at Woodlands Checkpoint on Nov 9 as part of ICA exercise



Enhanced security checks at Woodlands Checkpoint will be conducted for selected motorists and travellers using the Causeway in an operational exercise early Thursday (Nov 9) morning, the Immigration and Checkpoints Authority (ICA) announced in a statement.

ICA’s exercise, which will take place from 1.30am to 3am, is part of the agency’s ongoing efforts to “test and validate its emergency plans and procedures at the checkpoints”, it said on Tuesday.

Travellers at the checkpoint during the stated period are advised not to be alarmed, the statement added.

Signs will be placed at prominent locations to inform travellers of the exercise.

“We seek travellers’ understanding and cooperation,” said ICA.

Singapore Airlines warns of scams touting free First Class tickets



One scam circulating on WhatsApp asked people to share a link with 20 friends or groups on the messaging app for two free Singapore Airlines first class tickets. (Photo: Nigel Tan/Facebook)

Singapore Airlines has warned of contests, emails and calls claiming to be from the company, informing recipients of free air tickets before proceeding to request for their personal data.

In a Facebook post on Monday (Nov 6), the national carrier advised customers to exercise discretion when revealing personal data to unverified sources.

"To appear more authentic, such callers are also able to modify their caller ID to imitate our official telephone numbers," it added on an advisory posted on the Singapore Airlines website.

Over the weekend, one such scam has been circulating on messaging app WhatsApp.

The message read: "Hello, Singapore Airline is giving away 2 Free FirstClass Tickets to celebrate it's 45th anniversary, Now you can get your tickets too !" followed by a link that closely resembled the airline's official website.

Upon clicking on the link, people were directed to a website asking them to share the promotion with 20 friends or groups via WhatsApp and enter their address details to claim their tickets.

As of Monday, the website appeared to have been taken down.

The scam comes days after Singapore Airlines unveiled its new first class suites, among other cabin offerings on its revamped Airbus 380s.

To verify websites, emails and calls claiming to be from Singapore Airlines, customers can send the airline details via its website, the carrier said in the Facebook post.

"Singapore Airlines also wishes to advise customers to be cautious of social media posts and phishing websites that appear similar to our official website singaporeair.com," it added.

Changi Airport's Terminal 4 welcomes first flight



Changi Airport's Terminal 4, which opened on Tuesday (Oct 31), welcomed its first flight as Cathay Pacific Airways CX659 from Hong Kong landed at 5.25am.

Passengers who were on the flight were given a goodie tote bag containing a plush toy, fan, and cardholder. They also received orchids upon disembarking from the plane and were greeted with a performance by local instrumental band Lorong Boys at the baggage belt.

One passenger, Mdm Rameza, said: "It was very good. There were live performances and goodies, and operations were very smooth."

Another passenger, Mr Mohammed Hossenbux, said: "The whole process was very efficient. It only took me 15 minutes to walk from the plane exit to get out of here (arrival hall)."

The new terminal features start-to-end self-service systems, allowing travellers to check in, deposit their baggage and even go through immigration via automated systems.

At 225,000 sqm, Terminal 4 is only about half the size of Terminal 3, making it Changi Airport's smallest terminal. But once fully operational, it will be expected to handle 16 million passengers a year - about 70 per cent of T3's handling capacity.

Along with Cathay Pacific Airways, Korean Air also commenced operations at the new terminal on Tuesday. This will be followed by Cebu Pacific and Spring Airlines on Nov 2, and AirAsia and Vietnam Airlines on Nov 7.

ALL passengers leaving Malaysia by air will have to pay a levy of up to RM1 from January, following changes to the Malaysian Aviation Commission (Mavcom) Act 2015.

“The Government spent almost RM30mil on Mavcom’s operational costs last year. The levy for air travellers is justified, considering the services Mavcom provides, which range from receiving and processing complaints to conducting educational activities,” he said.

The changes to the law also allows Mavcom to impose penalties for any non-compliance over guidelines on competition, regulatory fees and charges.

不论是充满嘉年华气息的巧克力专卖店,或是依照六七十年代咖啡店打造的咖啡厅,樟宜机场集团与业者合作,在第四搭客大厦的零售店面下足功夫,希望为旅客带来不一样的体验。

第四搭客大厦(Terminal 4,简称T4)今午进行最后一次总彩排,动员1500名职员、租户和义工,测试整套“快捷与顺畅通行”(Fast and Seamless Travel,简称FAST)措施、安检系统和餐饮运作等,准备下周二(31日)正式投入运作。

樟宜机场集团执行副总裁(机场管理)陈来德说,T4已准备就绪,也期待在下星期迎接首批乘客。

T4今午也进行了一场火警演习,以确保工作人员熟悉搭客大厦的防火安全措施。至今,机场紧急服务已进行了八次火警演习,最早是在2014年8月,即T4仍在施工的阶段。

樟宜机场集团在文告中提到,民防部队已完成对T4的评估,确定建筑能安全使用。

基于有Alubond品牌的外墙覆板早前被发现不达标,樟宜机场集团为安全起见,采取额外措施,将外墙覆板的样本送去检验。其中,所使用的Alubond合成覆板符合消防条例,另一个品牌Alpolic的样本检验结果几个月后才会知道。

新航:直飞美国乘客应更早到机场接受安检

美国对飞抵境内机场航班加强安检,新航提醒直飞美国的乘客,提早到机场办理登机,以确保有充足时间完成安检。

美国国土安全部在今年6月28日宣布,为了防止恐怖袭击,将对所有飞抵美国的航班实施更严格的安检标准。若航空公司和机场加以配合,就不须要禁止乘客随身携带体积大于手机的电子设备上飞机。

新措施主要包括全面加强乘客安检、加强个人电子设备检查、提升飞机周边和乘客区域的安全标准、使用更先进的安检设备以及扩大警犬的安检范围等。

新措施涉及105个国家、约280个机场、180家航空公司。按每天2100趟直飞美国的航班计算,一天大约会影响约32万5000人次的旅客。

美国国土安全部给予外国航空公司120天的时间落实新安检措施,期限今天(10月25日)到期。

新加坡航空公司今早10时在网站上发布文告说,直飞美国的航班必须接受更严格的安全检查,因此建议乘客查询办理登机手续柜台的营业时间,以及提早到机场,确保有充足时间完成安检。

Asean to open skies further

Asean countries signed the protocol to put into place a package of commitments to further liberalise air transport services in the region.

At the 23rd Asean Transport Ministers Meeting, the countries also agreed to improve connectivity among member states.

Transport ministers and senior officials from Asean member countries attended the two-day meeting. Also present were dialogue partners from China, Japan and South Korea.

Among the highlights of the meeting was the conclusion of the “tenth package of commitments on air transport services under the Asean Framework of Services”.

Liow said the ministers also signed the protocol of domestic code-share rights, allowing code­-sharing arrangements between the marketing airline and domestic airline in Asean member countries.

“This would increase connectivity between Malaysia and other Asean member states.

“At the same time, it would enable designated airlines of Malaysia to offer their passengers a wide range of travel options which can extend beyond the airlines’ own network and route structure,” he added.

Liow said the ministers signed the Mutual Recognition Arrangement on Flight Crew Licensing, which would facilitate air services to complement liberalisation efforts in Asean, and ensure the highest degree of security in international air transport.

They also reached an agreement on the Facilitation of Cross Border Transport of Passengers by Road Vehicles.

“This is to promote seamless cross-border mobility of passengers between Asean member states,” said Liow.

He added that the ministers had concluded the Memorandum of Understanding (MoU) between the authorities in charge of aircraft accident investigation under the Asean-China partnership.

“This agreement would further strengthen Malaysia’s cooperation with China in relation to aircraft accident and incident investigations, sharing experiences and expertise in various specialist fields, equipment and research,” he said.

开放联号航运权 亚细安区内航班选择增多

亚细安成员国将开放各自的国内联号航运权,让在亚细安区域内飞行的航班共享班号。如此一来,航空公司可在不使用旗下飞机的情况下,扩大跨国飞行网络,为搭客提供更多航班选择。这也有助促进亚细安各国人民和货物的流通,有利于经济与商业发展,也能扩展旅游业。

过去两天在我国举行的第23届亚细安交通部长会议昨天结束,与会国在本次会议中签署了五项协议,并采纳六项计划,重申致力于加强亚细安成员国与对话伙伴国之间交通合作的承诺。

这包括进一步开放区内的航空服务、改善亚细安航空飞行的安全和效率,以及促进乘客的无缝跨境流动。

各国部长昨天签订两项开放航空服务的协议,其中包括开放联号航运(code-share)权,让在亚细安区域内飞行的航班都能提供联号航运服务,搭客也能享有较便利的转机登机与行李托运服务。

例如,一家本地航空公司和一家泰国航空公司合作提供联号航运服务,搭客只需订购一次机票,便能先飞往曼谷,再转国内航班到泰国的另一目的地。同样的,原本不直飞本地的泰国航空公司,也能让搭客通过一次订票,先飞曼谷再转飞新加坡。

另一项协议则是在亚细安服务业框架协议(ASEAN Framework Agreement on Services,简称AFAS)下,落实第10项配套,以求逐步减少亚细安航空运输辅助服务的贸易限制。新加坡将对提供销售与营销航空运输服务的公司,提高它们所能允许的最高海外股本参与率,从51%提高到70%。

此外,各国采纳了亚细安航空交通管理总体规划,目的是打造无缝的亚细安空中交通,以更一体化的方式改善区域的航空流量。一旦全面落实,料将改善航空交通管理与安全,空域容量也能增加,航班延误的情况因此有望减少,航空公司的运作成本也会降低。

各国也签署了协议,相互承认对方颁发的机组人员执照。

成员国各500辆客运巴士 可享简化出入境要求

在陆路交通方面,亚细安成员国签署了促进陆路客运跨境的亚细安框架协议,方便客运巴士在各国之间跨境穿行。

按照这项协议,每个成员国都有500辆巴士的配额,可享有简化出入境的要求。这些必须是非固定行程的客运巴士,如旅游巴士。固定行程的跨境巴士在路线、停靠站、巴士数量、技术要求及车费方面,仍得取得邻国的同意。

与对话伙伴国的合作方面,亚细安将与中国加强在航空事故调查的合作。

负责调查航空事故的官方机构与中国民用航空局签署了谅解备忘录,同意相互分享调查航空事故方面的设施与专才资源,也相互提供培训、分享安全资料,及安排观察员参与调查等。这有助提升调查员的能力与专业水平。

基础建设统筹部长兼交通部长许文远为会议主持闭幕式时说:“我们对亚细安交通合作的承诺将助我们实现‘2020年亚细安愿景’,以及‘2025年亚细安互联互通总体规划’。这将提高人民的生活质量,制造良好的就业机会,也能为区域带来稳定与和平。”

第24届亚细安交通部长会议明年将于泰国举行。

AirAsia starts new route to Vietnam

AirAsia, Malaysia’s award-winning low-cost carrier, has launched its 54th unique route, Vietnam’s coastal city of Nha Trang.

The maiden flight, with a 93% flight load, landed at around noon (Vietnam time) on Thursday at Cam Ranh International Airport, greeted with a water cannon salute.

The inaugural flight was a milestone for AirAsia, being the first to operate direct flights to Nha Trang from Malaysia.

AirAsia Bhd commercial head Spencer Lee said 2017 has been an eventful year for Asean as it celebrates its 50th anniversary.

Also present were AirAsia director Datuk Fam Lee Ee and Khanh Hoa Department of Tourism vice-director Nguyen Thi Le Thanh.

Nha Trang is the capital of Khanh Hoa which lies along the coastline of south central Viet­nam.

Lee said the daily direct flight from Kuala Lumpur to Nha Trang showed the carrier’s commitment to provide more connecti­vity between the two countries.

AirAsia also flies to other Vietnamese cities including Ho Chi Minh City, Da Nang and Hanoi.

Lee said passengers can use Fly-Thru, an optional baggage check-through service to their final destination without the hassle of immigration clearance at the transit hub.

With Fly-Thru service, passengers from 23 cities in eight countries can travel to Nha Trang seamlessly.

“We are confident that we will keep this route strong,” said Lee.

From now until Sept 24, AirAsia is offering RM99 all-in-fare one way to Nha Trang for travel until Feb 28 next year.

Alipay launches mobile payment at Changi Airport to target Chinese travellers

Chinese online and mobile payment platform Alipay on Thursday (Sep 7) inked a five-year deal to roll out its payment option at Changi Airport to target Chinese travellers.

The agreement with Changi Airport Group (CAG) will see Alipay's mobile payment option rolled out on a wide scale at the airport, including duty-free shops and dining outlets, the partners said in a joint news release.

Alipay is being progressively introduced at the airport and is already available at more than 78 shopping and dining outlets there, they added.

It will also be available as a mode of payment at Terminal 4 when it begins operations on Oct 31.

CHINESE TOURISTS TO GET TARGETED SHOPPING, DINING OFFERS AT CHANGI

Travellers from China are among the top spenders at Changi Airport, and their purchases accounted for a third of its record S$2.3 billion in retail sales last year, according to the media release.

As part of the new agreement, Alipay and Changi Airport will provide "customised and targeted" shopping and dining offers to Chinese passengers through the Alipay platform.

Alipay users will also get information on ongoing promotions and location-based details on shopping and dining options at the airport.

CAG’s senior vice president for airside concessions Teo Chew Hoon said the airport already provides various customised services for Chinese travellers, including Mandarin-speaking shopping concierge services and a Chinese version of the airport’s online shopping portal, iShopChangi.

"The Alipay mobile platform provides a brand new payment option to further enhance our Chinese travellers’ shopping experience here at Changi, while also providing personalised information and offers for their enjoyment," she said.

Alipay International head Douglas Feagin added that the partnership would help the airport better target Chinese customers via "big-data-based marketing capabilities", with users at different locations and with different profiles receiving targeted marketing content.

This is the first partnership between Changi Airport and a Chinese mobile payment partner.

New complex at checkpoint

A new complex for heavy vehicles passing through the Malaysia-Thailand border will be set up at the Immigration, Customs, Quarantine and Security (ICQS) facility here.

Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi, who announced this after chairing a high-level committee meeting on the ICQS security here, said the new Heavy Vehicles Complex makes up 60% of Phase 1 of ICQS.

The remaining 40% comprises a Light Vehicle Complex, Operational and Administrative Office as well as public amenities.

“Five departments and agencies will start operating at the ICQS on Nov 1.

“This committee will visit the ICQS again at a later date to check on its operations,” Dr Ahmad Zahid told reporters after chairing the meeting at the Malaysian Border Control Agency Complex.

Also present were Transport Minister Datuk Seri Liow Tiong Lai, Deputy Home Minister Datuk Nur Jazlan Mohamed and Deputy Defence Minister Datuk Seri Mohd Johari Baharum.

The full handing over of the new RM425mil complex by the developer, Syarikat Northern Gateway Infrastructure Sdn Bhd, will be carried out at a later date.

The ICQS will open for 20 hours a day from Nov 1. From January onwards, it will operate around the clock.

Dr Ahmad Zahid expressed confidence that all issues and problems could be overcome in order to realise the aspirations of Prime Minister Datuk Seri Najib Tun Razak to turn Malaysia into a transportation and logistical hub for the Asean region.

“We are serious in tackling any issues in order to realise what had been directed by the Prime Minister,” he said.

Commenting on the 24-hour operations for the ICQS, Dr Ahmad Zahid said he had met with Thailand’s Deputy Prime Minister Gen Prawit Wongsuwan to discuss the matter.

Datuk Seri Najib Tun Razak launched AirAsia's direct flight from here to Shenzhen, China.

The new route is expected to further develop Langkawi as a world-class tourist destination.

AirAsia Group chief executive officer Tan Sri Tony Fernandes thanked Najib for officiating the direct flight on Saturday.

"Last year, the Prime Minister launched our direct flight from Guangzhou to Langkawi.

"Leadership takes courage and it is courageous leadership shown by the Prime Minister to support AirAsia in reducing the airport tax which for years Malaysia Airports had resisted. 

"Today, we see that value of his brave leadership. Direct international tourists have increased from 83,754 in 2015 to 187,433 in 2016 – an increase of 120 per cent.

"This represents a contribution of RM300mil to GDP, based on the 12 times multiplier effect," Fernandes said in his speech.

He said 2016 was the first time when international tourists outnumbered domestic tourists.

"We are driven by this and already this year we have flown over a million tourists to Langkawi with our 238 weekly flights from Langkawi.

"But we want to get to the three million mark and contribute a large part to the Langkawi Development Authority’s (LADA) target of RM9bil revenue.

"Our vision is that we will make Langkawi as connected as Phuket, if not greater."

JPJ: Malaysia to implement VEP fee at Thai border

Malaysia will implement road charges and the Vehicle Entry Permit (VEP) system at the Thai border soon, said the Road Transport Department.

Its director-general Datuk Seri Nadzri Siron said the Transport Ministry was studying the matter and carrying out surveys on the number of vehicles crossing bordering states in Perlis, Kedah, Perak and Kelantan.

"JPJ as the executing agency has started its work at all the border states. It will be the same as how it is implemented at the Johor Baru–Singapore border.

"The charges would be the same, which is RM20 for every foreign registered vehicle entering Malaysia, and RM5 from that will be given to the state government," he told a press conference after the "One Community One JPJ" event here on Monday.

He added that the VEP, which will be carried out at the same time, would see a better record of vehicles entering the country.

Travellers departing Malaysian airports to pay RM1 levy from 2018

Air travellers will be subjected to a RM1 (US$0.23) levy when departing Malaysian airports as early as 2018, the country's aviation regulator said on Tuesday (Aug 15).

The new levy to be imposed by the Malaysia Aviation Commission, MAVCOM will be tabled in parliament in October. It will apply to all departing passengers for both domestic and overseas destinations except for rural air services in interior Sabah and Sarawak.

The passenger service charge at all Malaysian airports may also be raised from the current RM50 to RM73 for all international flights beyond Asean beginning January 2018 to standardise the system.
v Currently a different rate applies to KLIA1 and KLIA2 international airports.

The passenger service charge is fixed at RM35 for all destinations in Asean.

MAVCOM, which was set up last year to regulate the civil aviation industry, is expected to collect RM30 million in the first year from the RM1 levy, according to its chief operating officer Azmir Zain.

"I can confirm there is a definite plan by Mavcom to charge RM1 levy to all departing passengers with exception of those flying the rural air services in Sabah and Sarawak. The purpose of the RM1 levy is to ensure financial sustenance and more importantly the independence of the commission. In the last 12 months we have shown results. Example, by lowering the passenger service charge from RM65 to RM35 flat for all ASEAN destinations. That's a saving of RM30 for customers."

MAVCOM, in tabling its first industry report on Tuesday, said it expects the air passenger traffic to grow between 7.8 and 8.6 per cent in 2017 with the number of air travellers expected to hit 99.6 million.

But amid decreasing air fare and competitive operating environment, revenues are expected to remain flat for most airlines.

Singapore-JB Rapid Transit System to begin passenger service by 2024

A cross-border MRT system which will connect Singapore and Johor Baru in Malaysia will begin passenger service by the end of December 2024, ministers from the two countries announced on Monday (Jul 31).

A bilateral agreement on the Singapore-Johor Baru Rapid Transit System (RTS) Link will be signed by December this year, the ministers said in a joint statement after the 13th meeting of the Malaysia-Singapore Joint Ministerial Committee for Iskandar Malaysia.

The meeting was co-chaired by Singapore's Coordinating Minister for Infrastructure and Transport Minister Khaw Boon Wan and Malaysia's Minister in the Prime Minister's Department Abdul Rahman Dahlan.

The RTS Link was first announced in 2010. Singapore has confirmed that its RTS terminus will be located at Woodlands North station, along the Thomson-East Coast MRT line, while Malaysia has chosen Bukit Chagar as its main terminal for the RTS.

The link will be connected via a high bridge.

The RTS Link will be able to carry up to 10,000 passengers in each direction every hour, said the statement. Once it begins passenger service, the existing KTMB Tebrau shuttle will cease operations.

At the meeting, both governments also agreed on the key commercial agreements for the RTS Link. Each will appoint an infrastructure company to fund, build, own, maintain and upgrade the civil infrastructure and stations within their own countries.

SMRT, PRASARANA EXPLORING JOINT VENTURE TO OPERATE RTS

Both governments will also jointly appoint an operating company to design, build, finance, operate, maintain and renew the RTS Link operating assets like trains, tracks and systems, said the statement.

The operating company will be directly appointed for the first concession period, and joint ventures between Singapore and Malaysian entities are preferred to encourage bilateral cooperation, it added.

Metro operators Prasarana and SMRT are currently exploring the formation of a joint venture company to be the RTS Link operating company.

Mr Khaw told reporters that Singapore's preference had been to call an international tender to operate the RTS Link and award it to the best bid, but Malaysia had different views on the matter.

“After discussing with our Malaysian counterparts, they felt the project is a little too small, and may not attract competitive bids,” he said. “So the decision was, maybe we will forget about tendering this particular tender, and work towards negotiating a contract – at least for the first concession – with an experienced operator.”  

Mr Khaw added that both operators will need to settle the commercial terms in the joint venture early, especially if the bilateral agreement between both countries is to be signed by the end of the year.

“So they can agree – yes, we’re going to get married and form the joint venture – and we can interact with them to negotiate,” he said. “That in itself should take several months.”

“So we are anxious and eager to make sure they settle this joint venture understanding as early as possible.”

EASING THE CAUSEWAY JAM

In the meantime, both governments noted that more can be done to manage congestion at the Causeway, the statement said. To that end, the KTMB Tebrau shuttle has increased its initial 14 daily trips in 2016 to 26 daily trips as of June to cope with the demand.

“We know residents are concerned about the Causeway jam,” said Mr Khaw. “In a way, that reflects the very strong activities of trade, of people between the two countries.”

“So both sides are working very hard to try to relieve the problem.”

Within the next few years, the shuttle frequency should be raised to 36, “if we press on with some solutions,” he added.

But Mr Khaw stressed that once the RTS Link begins operations, the shuttle will cease within six months in order to “give greater certainty to the commercial players” who are thinking about operating the RTS Link.

“Potentially, one can cannibalise the other,” he said.

“Once the KTM service ends, then we can look into a much more comprehensive development of the (Woodlands) checkpoint,” he added. “The land of course will be returned to Singapore, and then we can start planning how we can achieve a more decisive redevelopment of the checkpoint.”

“Then hopefully this problem of the Causeway jam can be significantly mitigated or even eliminated.”

Mr Khaw added that fares for the RTS Link will not be regulated, and will be “purely market-driven”.

“We will leave it to the operators ... but they have to compete with so many people ... buses, motorists and motorbikes,” he said. “So even though the KTM shuttle will stop, it’s not as if we’re giving them a monopoly, because it will never be a monopoly.”

“They will have to be realistic," he added.

"EXCITING PLANS" FOR WOODLANDS AND JURONG: LAWRENCE WONG

Also present at the meeting was Minister for National Development Lawrence Wong, who said his ministry is preparing “detailed masterplans” in both Woodlands and Jurong, where the Singapore-KL High-Speed Rail terminus will be located.

He said there are “exciting plans ahead” that will create good jobs and opportunities for Singaporeans.

“Both these two centres will become commercial centres for business, because they have good connectivity,” he said. “So I think they will be ideal for businesses with Asia, ASEAN and Malaysian linkages.”

He said the site around the High-Speed Rail terminus in Jurong will be a “mixed-use precinct” with offices, housing, hotels, and other commercial and recreational uses. It will also be integrated with the nearby Jurong Lake Gardens. 

“We want this to be a car-lite precinct that is sustainable, pushing the boundaries of energy and water efficiency,” he said. “And we will try to push all the district utilities and infrastructure underground so we can free up surface land for more valuable use.”

He added that a detailed masterplan will be showcased at an exhibition later this year.

As for Woodlands, Mr Wong said it could be the “next regional centre” after Tampines and Jurong, pointing out that the redeveloped checkpoint and RTS Link will give Singapore “very good connectivity with Malaysia”.

“Domestically we are also enhancing connectivity with the new Thomson-East Coast Line as well as the North-South corridor, and just a few months ago we also announced the upgrading plan for Woodlands, which includes new amenities, a new town plaza, and upgrading of the parks and gardens,” he said.

“So with all these put together I think we will also see a transformed Woodlands in the next five to 10 years.”

新柔地铁系统2024年底前通车

连接新加坡和柔佛新山的新地铁线将在2024年12月31日前投入服务,到时公众便可搭乘地铁快速往返新柔两地,避开新柔长堤或第二通道关卡的拥塞交通量。

马新依斯干达特区(Iskandar Malaysia)部长级联合委员会今天在新山举行第13次会议,由马来西亚首相署部长阿都拉曼达兰与我国基础建设统筹部长兼交通部长许文远联合主持。

双方过后发布联合声明说,新马两国将在今年底前,就新柔地铁系统(Rapid Transit System,简称RTS)签署双边协定。

两国政府已同意,这条新地铁线将在2024年12月31日前通车,预计每个方向、每小时可接载多达1万名乘客。

此外,双方政府也将各自委任一家基建公司,负责资助、兴建、拥有、维修及翻新境内的基础设施和地铁站。

两国政府也将联合委任一家经营业者负责经营、维修和翻新地铁营运资产如列车、轨道和系统等;这家经营公司预料将由SMRT企业和马来西亚国家基建公司Prasarana的合资公司组成,两家公司目前正洽谈有关事宜。

最终成立的合资经营公司将负责制定和收取车资。

在新柔地铁线通车后,往返兀兰和新山中心的短程火车服务将停止运作。

李显龙总理在去年底同马来西亚首相纳吉举行非正式峰会后透露,双方同意建造一座横跨柔佛海峡的高架桥,连接新柔地铁系统。

这条新地铁线将与兴建中的汤申—东海岸线(Thomson-East Coast Line,简称汤东线)最北端的兀兰北站衔接,新山的终站则设于武吉查卡(Bukit Chagar)。

以后要到新山的乘客在靠近共和理工学院的兀兰北站下车后,可直接前往新马两国联设的关税、移民及检疫设施办理通关手续,然后便可搭地铁到武吉查卡终站。

抵达新山后,乘客不用再办通关手续,可直接出站。从新山搭地铁来新加坡的乘客也是如此。

从2019年至2024年底分五个阶段通车的汤东线是我国第六条地铁线,共有31个地铁站。全面通车后,它每天的乘客量估计达100万人次,有助减轻南北与东西线的客流量。

为取得规模经济效益,新柔地铁系统将采用与汤东线相同的信号及通讯系统及列车。

新马两国是在2010年宣布兴建新柔地铁系统,并在隔年展开工程研究,有关计划原定2018年前完工。

The Government is going ahead with its tourism tax to be imposed from July 1.

Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi, who disclosed this yesterday, said more funds were needed to support tourism promotion activities.

“At present, some states receive little (funds), some get more,” he said. Under the new tax, hotel guests will be charged between RM2.50 and RM20 for every night’s stay, depending on the classification of the hotel.

Dr Ahmad Zahid disclosed that the Cabinet meeting on Wednesday directed that the tourism tax spat involving Tourism and Culture Minister Datuk Seri Nazri Aziz and the Sarawak and Sabah governments be put to an end.

“The Prime Minister chaired the Cabinet meeting and I have personally met with the Chief Ministers of Sarawak and Sabah.

“So the chapter is closed,’’ he told reporters after closing an Islamic education workshop here yesterday.

Sarawak Tourism, Arts, Culture, Youth and Sports Minister Datuk Abdul Karim Rahman Hamzah had called on the Government to defer the implementation of the tourism tax in Sarawak and Sabah. This invited criticism from Nazri.

Dr Ahmad Zahid also said RM10mil will be given to the Advisory Board for the Coordination of Islamic Education for the enhancement of Islamic educational institutions.

The workshop approved several resolutions, including one on a special mechanism to strengthen Federal-state cooperation in Islamic educational development.

Matta supports tourism tax, but ...



The Malaysian Association of Tour & Travel Agents (Matta) is urging the Government to delay the rollout of the impending Tourism Tax (TTx), or at least parts of it.

While saying the association is behind the tax, its president Datuk Hamzah Rahmat said the Aug 1 implementation date may not be an ideal time.

The TTx will not only affect domestic tourists, but also Malaysians who have to travel for other purposes such as studies, medical treatments or family obligations.

"Those people who have to travel will have to travel, and they will be forced to pay for it. It doesn’t just affect tourists," he said on Wednesday.

Hamzah suggests the TTx be imposed on 4-star and 5-star hotels first, but be deferred on lower-rated hotels, hostels and accommodation premises to a later date.

“I’m not saying that this tax shouldn't be imposed at all, but now is not the time for it,” he said.

Hamzah added that domestic travel is currently picking up due to the high cost of overseas travel, and he was concerned that an additional tax would deter Malaysians from travelling domestically.

The Penang, Langkawi and Malacca state governments are already charging RM2 to RM9 depending on the type of hotel the guest is staying in.

Passed as part of the Tourism Tax Bill 2017, TTx will see local and international tourists paying a levy to the operators of accommodation premises.

The tax rate is fixed and charged on a per-room, per-night basis.

The rates are RM20 for five-star accommodations, RM10 for four-star accommodations, RM5 for one- to three-star accommodations, and RM2.50 for non-rated accommodations, including budget hotels.

Engineer Lim Chze Hong, 33, who travels twice a month for work, said the TTx would be an unnecessary burden for Malaysians and should only be imposed on foreign tourists.

"It is an extra burden on top of the funds we need to spend to travel outstation for work, regardless if the rooms are paid for by the company or not.

“If this is a ‘tourism tax’, then they should not impose the tax on anyone who books a room using their MyKad,” he said.

Meanwhile, 41-year-old writer Vivan Chong said that she wouldn't mind paying the tax if the revenue was used to develop the local tourism industry.

She however asked if there are solid plans in place regarding the funding.

"The rates are not a burden money-wise, but I think the real question is, who is this supposed to benefit in the first place and why are we being taxed for already contributing to the economy by travelling locally," she added.

Tourism and Culture Minister Datuk Seri Nazri Aziz had said that the tax revenue would be spent mainly on tourism and infrastructure development throughout the country.

He said the tax was necessary because the Government needed to mitigate uncertainties in the oil-and-gas industry, adding that the Government was expected to collect about RM800mil annually through the new tax.

马来西亚政府宣布,从8月1日起,所有酒店将向房客征收每晚介于2.5令吉至20令吉的旅游税。

征税介于2.5至20令吉 视酒店级别而定

据关税局发表的公告,业者可从7月1日起向关税局登记。该局也列出不同酒店应征收的旅游税:五星级酒店20令吉;四星级酒店10令吉;一、二及三星级酒店5令吉;一、二及三胡姬花级酒店2.5令吉;无级别住宿2.5令吉。

无论如何,五种酒店及民宿可豁免登记及征收旅游税,分别为向旅游部民宿(Homestay)计划、甘榜住宿(Kampungstay)计划民宿、宗教团体所创办及注册的非商业用途住宿、少过10间客房的住宿及国州政府机构所经营的非商业用途住宿。

关税局说,业者必须在30天内向关税局注册,违例者可被判罚款不超过三万令吉或坐牢不超过一年,或两者兼施。

去年,旅游部长纳兹里坦承,由于国库收入减少,必须征收旅游税,作为推广马来西亚旅游业的经费。他预计这将为国家带来高达8.7亿令吉的税收。

由于马国目前落实消费税,加上马六甲、槟城及浮罗交怡的酒店早已征收文化遗产保护费、地方政府管理费及旅游推广费,因此酒店业者称这将进一步剥弱马来西亚旅游业的竞争力,因为一旦落实新的旅游税,国內酒店就会被征收双重或三重税务。

尽管旅游业者反对,但国会在4月通过了2017年旅游税法案。根据该法令,酒店业者必须向游客征收旅游税,游客若没有缴税,可被禁离境,直到还清旅游税为止,或给予一些能让关税局总监满意的抵押或保障。

AirAsia warns of ticket scams

AirAsia is warning the public of a scam using its brand name on social media.

In the scam, free tickets are offered through an online survey and participants are directed to the website www.airasia.com-2017-givea.us where they are required to answer a few questions to redeem vouchers.

There is also another scam circulating on Facebook offering 268 free AirAsia tickets in conjunction with AirAsia’s 28th anniversary.

In a press statement released yesterday, AirAsia stressed that the two social media posts are scams.

“The public is strongly advised to ignore those posts and not click on any link or provide any personal information, as AirAsia is not held liable for any claims pertaining to the false schemes,” said the statement.

All official announcement will be made through AirAsia’s official channel and credible mass media, it added.
